ABS light, rear brakes, bleeding...

In the thread http://saabnet.com/tsn/bb/9000/index.html?bID=115938 BillJ makes some VERY useful points, and I need additional wisdom on two points.
1) He mentioned that if your ABS light is on, your rear brakes might not be doing anything.
Is this true? Is there a state where there's brake-boost, no Anti-lock, and no rears? I am going to check my car as soon as I get home...
2) There was briefly mentioned the procedure for proper bleeding involves bleeding the fronts first, then TURNING THE SYSTEM ON and bleading the rears. I thought the only time we can bleed is after fully depressurizing the system. (Doing 20-30 pedal-pushes with the car off.)
I will re-read the Haynes UK book again, but I recall nothing about the rear circuit being done with the accumulator charged.
Thanks all, this might explain my ABS light problem (appeared a month after I replaced a front-l caliper and OBVIOUSLY didn't bleed it right) and maybe #1 explains why I now have a seizing parking brake (if the caliper is indeed just doing nothing, it is no surprise that the p-brake's sticky.)
Wow: two birds with one stone---tell me it all comes down to a nice proper bleed. (and might as well replace the fluid!!)
