If you have pulled the fuse on your air conditioning you're much more likely to fog up, I'd have thought. If my screen fogs up, pressing the button to direct air to the screen (any maybe upping the blower speed) clears it in about 10 seconds flat. Saab recommends a temperature setting of 21C/10F for this, on "Auto". Properly-working ACC should make your problem go away.
If the relay causes your lights to dim there's clearly something wrong. Have you recalibrated the ACC by pressing the "Auto" and "Vent" buttons simultanously? Ie. top left and bottom right button. This will give you a number indicating how many faults the ACC thinks it's got, and will reset the system, which may mean that if you press the buttons again there will be no apparent faults registered. The process takes about 30 seconds to complete. However, (a) I don't think this will necessarily pick up the recirculating flap problem and (b) you then have to get someone with the correct equipment to read the actual codes.
The "aquarium cover" is just where and what you think it is. While under there, it might make sense to clear the front drains for the sunroof (if you have a sunroof!) because you could be getting water into the car that way, giving you more fog to get rid of!
