The most likely failure is a break of the heating element in the seat. The easiest way to tell is to push the seat forward to access the connector under the seat. Open the connector, and use an ohmmeter to measure the resistance of the seat heating element. It should be 2-4 ohms or so - a break shows as an open circuit. That will tell you if it's the seat or not.
There is a relay, but it's contained inside the dash controller. In a few decades of heated seats, I've repaired heating elements about 10 times, and only repaired one controller.
