Stalk switch gives momentary ground to wire going into 'S' blade of Hi/Lo Relay by battery. Can be bad switch or grounding of wire to relay, or bad relay doing it itself. Rig a voltmeter on the wire and see if it dips to 0 volts when this occurs. If you have a Digital Multimeter Don't load it with a Analog gauge type meter, that might be too low of an impedance in the meter input which could harm the relay's logic chip.
