The normal operating temp of the coolant usually hangs out around the 8:00 to 9:00 position of the gauge. This sort of translates to 1/3 the gauge. If you're seeing it staying at the 1/4 point, that sounds normal.
Since you have a '93, your car is not OBD2, and you should be able to make the CEL flash by jumping the pins within the diagnostic connector. I've done this on many cars just by using a paper clip!
Do a search on the board for this procedure, then post back with the sequence of flashes to see what it corresponds to.
