Should I return this impact wrench

I treated myself to an impact wrench (air powered) last weekend since it was time to take the snows of the 9k and I also have shocks to replace on my wife's 900TC. I was in Lowe's looking at the Ingersoll Rands, but then in the end I couldn't resist the price of the Campbell Hausfeld - at $29 and with (supposedly) 250 ft lbs of torque.
Well the 250 ft lbs failed to undo 4 of the 16 lugnuts. I tightened these myself when I put the snows on only a few months ago - and they came off pretty easily with my half inch socket wrench when the impact wrench failed to budge them. No way were they more than 100 ft lbs.
I guess you get what you pay for but do you think I can return the used impact wrench based on it not performing to its advertised capabilities - or is that pretty normal with lower end tools?
