The system on my 98 was doing that a few months ago, eventually progressing to blowing the fuse. What addressed the problem successfully was to lube the driver's door lock, which I did via one of those little red straw thingies that came with my can of Triflow. I squirted the Triflow into the key slot (red straw pushed right in there). Result was a major decrease in the required effort to turn the key in the slot, which I understood to mean that the lock is working more freely and smoothly.
All this reinforces my understanding that the driver's door lock is the pivot point for the whole system. On my 91, it was the only way to activate the central locking system--and only via the key. With the remote, I suspect that it's the same system but with an actuator on the driver's door lock which responds to the remote. I push the button, the actuator unlocks the driver's door, and the rest of the system takes its cue from that action (and all a whole lot quicker than I can even say it).
If this is all a lot of hooey, I'll happily stand corrected.
Until then, my advice is to try lubing that lock. And I liked the Triflow just fine--get it at the hardware store or a bike shop.
