No start, then hesitant start

It's cold as heck here in WV. I went out to srat the car to go to work. Turned the key, dash lights, etc came on but the car didn;t turn over. I tried again, same deal. It started on the third try. Everything else fine.
When I got to work and turned the car off, I figureed I'd try a warm start. Instead of turning over the usual 4 times and catching, it's catching on the 5th or 6th turn.
I noticed that the volt meter is hanging at 13.9. Normal?
So I guess I'm wondering if my start's going, or my alternator of if it's just too darn cold.
Any thoughts would be appreciated.
