TCS isn't the problem, ETS (electronic throttle system) is.
The throttle's electronically controlled so the computer can step in and limit power if need be, to cut wheelspin. The TCS OFF button (which my '93 manual Aero has) simply disables wheelspin control. Throttle is still electronic, and that's where the problem lies. It can't be disabled without swapping ECUs, wiring harnesses, throttle bodies, etc etc. I'm not sure why they didn't include the button to begin with, as it even calls out in the owner's manual that under some circumstances you'll need wheelspin to get moving, and TCS can actually get you stuck. They wanted you to lightly press the brake pedal while attempting to move the car, which IMHO isn't an acceptable solution on a car that cost $40k new. Just about any electrical or vacuum fault in the throttle system will disable the electronic throttle and engage the mechanical backup, with no AC or cruise allowed, and the pedal's really stiff and practically unresponsive.
'93.5 was the first year in the US for the Aero.
'92 was the first year for TCS.
ALL '93 AEROS HAVE TCS. '94 and '95 it was optional, I'm not sure but i believe it was no more for '96.
No idea, I'd assume manual Aeros, or at least I'd hope :)

False, TCS could be on either manuals or automatics.
TCS was an option in all years except '93 Aeros which came standard unfortunately with it.
