That system really gave me headaches.
I had the exact same problem you were having and I pulled all 4 door panels, switched actuators, greased my linkages , regrounded terminal 16 with a grounding strap to the engine block, and resoldered my CLS module and I got out a DVM to test the ground and input voltages.
When the system was not working, I always heard the "click" at the door locks and at the fuel fill door I could see the actuator trying to move.
I was getting ready to "hardwire" the 12VDC and ground connection by running soldered jumpers from the harness to the CLS module box, when I came across a new module, which I have used with no problems since.
I do believe hardwiring the old module would have worked, because I noticed several times when I cleaned the contacts, the sytem came back to life instantly.
Finally the console switch is not the problem. It gives a separate actuator firing command on its two wire bus and its wiring has nothing to do with the door lock wiring. The door lock and microswitch wiring are independent of the console switch wiring.
