I live in South Central PA, and while we do get snow, I'm sure it is nothing like what you experience. Our primary danger in winter is people who don't know how to DRIVE in snow, but that's another post.
Last winter, I got Nokian WR's for our 91 9000, and they worked great--they are all-seasons, but I expect them to be good for this winter and possibly the next one as well.
Nokian also makes some excellent snow tires (so I've heard). The following link is to a mail-order place that seemed to have the best rates for Nokian tires (if you choose them over something else):

You also mentioned about flaps to stop snow buildup on the top of the tires. I don't know of any product/feature that would stop this buildup. However, I don't really think it is something to worry about. The friction/motion of the wheel would keep free space for the area that the wheel needs to spin. Does it look good? No. The built-up snow may be more of a problem when turning, but still, even then, the motion of the wheel will break it up and get it out of the way.
