Hope all's well!
By your isolation test (disconnecting and plugging "W" line from actuator)
results it sounds like you have a turbocharger issue. While it is possible that the actuator is stuck in an open position, it may be more likely that the wastegate plate has broken from the actuator arm. We have seen this on several occasions and it requires complete removal of the turbine housing to fix (wastegate arm is integrated into the turbine housing on the T25). The wastegate plate can be viewed directly after removal of the OEM exhaust downpipe/elbow from the turbocharger.
You may also consider other problems with the turbocharger such as excessive shaft thrust (compressor wheel coming in contact with housing under load), etc. If the exhaust downpipe is removed, reach into the exhaust outlet of the turbocharger and hold the end of the turbine shaft with your fingers. Attempt to push directly inward and outward on the shaft as there should be no available movement (shaft thrust).
