Not sure what part of the test you might have failed, but it looks like there may have been a change to the setup in 94, if they've gone to a fuel pump interrupt rather than a starter interrupt for anti-theft.
Schematics for my 93 show a starter interrupt, but that troubleshooting tree indicates the fuel pump is interrupted when the alarm is activated. Might be a some differences from your 91 vs. the later ones, so you'll have to allow for that.

Did you try applying jumpering the relay socket contacts with the relay out to verify that the fuel pump runs? If it does, then you must have the right relay. You could always check the relay offline if you suspect it's bad, by applying power to the coil and seeing if it clicks on, as a prelimary check.
