is just a fuse - when the box goes into drive the engine ECU gets a signal that it's in an automatic. In theory you could remove the fuse, put the car into drive, then replace the fuse and get your sunroof or whatever back while experiencing manual boost - until you go into neutral and back into drive, from which point you'll get reduced boost again. Put the fuse back in and after a very short while you'll be back to normal. You could do adaptation runs but it's unlikely to be necessary.
Taking out the fuse is just a way to test this out - if you want to bypass the system full-time you need to cut the wire or put a switch in it. It is normally the orange one going to pin 14 on the ECU.
Saab limited the boost on purpose to protect your transmission so yes, they think it could be damaged. However, plenty of people put modified ECUs into their automatics and get away with it - at least for long enough for it to feel like a risk worth taking. The Swedish tuners Maptun, for example, limit torque on automatics to a stump-pulling 400 Nm - should be enough for most practical purposes!
The fuse 9 thing is another way of increasing boost on an automatic. It's at your own risk - if you break your tranny, I for one won't feel I have to buy you a new one :<)
