Hard to tell, really, although my mileage has been running slightly better lately. But then, I've been more conscious of wanting to stretch gallons. That may lead to less use of the turbo.
One for-sure benefit is that the car is quieter with the rack off. I live on the central coast of California, run between towns at 50 to 65 mph. At first, with the rack off after having it live on the car (a 98 CSE) except when taking a long trip out of the area, I often found myself ten miles or more over the speed limit.
Rack not being on the car makes it harder to spot the vehicle in a parking lot though!
