P0441 is the Evaporative canister purge (charcoal canister) valve low flow. This is part of the emissions control system. Gas fumes are pulled into the charcoal canister. On command from the engine control, a valve on top of the canister opens, and fuel vapor is sucked into the intake via a hose. This changes the mixture, which the engine control detects. If there isn't enough flow, the ECU detects it and flags it with a fault.
P1172 is a closed loop control fault, but in this case, you should ignore it. It's a secondary effect of the purge valve problem.
This isn't an electrical problem, because the ECU would detect that. Look for the evap hose - it comes from the right (facing forward) front fender runs along with the AC hoses for a bit, and then connects to the intake manifold. Make sure it isn't kinked or pinched.
To troubleshoot, pull the hose from the intake manifold, and with the car OFF, put a vacuum pump (like a Mitty vac) on it and create a vacuum. If the pressure rises, either the hose or the valve is bad.
To see the valve, remove the right front turn signal assembly (really easy) and peek in. Make sure the hose isn't crimped there.
There is more troubleshooting, but start with that.
