I often run into tires that are out-of-round. A belt has shifted, and one spot on the tire is higher than the rest. Sometimes this is at and edge, not all the way across the tire. You can balance an out of round tire, but it won't ride without vibration. Just as you can balance an egg to spin smoothly on an axis, but I wouldn't want to drive on one.
To check, jack up the wheel with the offending tire so that you can spin it. Sight along the top of the tire to a mark on the shock or spring. Make a mark with chalk if necessary. Then turn the tire slowly, and look for height changes. Mark them with chalk. I've then used a vernier caliper to measure the distance down from an arbitrary point on the fenderwell, to determine the variation. I've seen a 2 millimeter change cause some unpleasant vibration.
