The thermoswitch may not be turning on the fan to low speed . Standing in front of car, the thermoswitch is on left side of radiator, down low. If you are able to take the wires/cable off the switch, you should be able to jumper two of the three wires and the fan should run. You want to find the positive 12 volt wire, and the low speed relay wire. If not, could be bad fan or bad relay.
If the low speed relay does not work, or the low speed fuse is blown, or the low speed switch on the thermoswitch does not work, the following may happen:
The thermoswitch high temp contant will attempt to start the fan motor from a dead stop, and will subsequently blow the high speed fuse. (too much amp draw, like 50 amps on a 30A fuse.)
Since you have checked fuses to be good, my guess would be thermoswitch. They just go bad. Cheap and easy to replace. If you are quick to pop in the new one after taking out the old, you will lose hardly any coolant.
