I recently had an issue with a T25 where the disc inside the turbine housing wasn't closing back all the way. The net result was inability to build boost, but the cause of it was the edge of the disc rubbing, and getting caught on a corner of the cast iron turbine housing. In my case, when it hung up, it would STICK. I used a dremel tool with various ends and removed material from the corner, as well as put a nice radius on it. I also put a chamfer around the entire perimeter of the wastegate disc so that there would never be a square edge hitting on a square edge. The worst that can happen now is a chamfered edge rubbing on a radiused edge.
I had to pull the turbo from the car to do it, but boost is back, and is very nicely controlled now; wastegate operation is smooth as silk. Perhaps you are having a similar situation where the disc is rubbing, but not getting completely hung up like mine, causing weird boost issues. The fix was free, and very simple. Step 1 is to remove the wastegate rod from the end of the wastegate and swing the actual wastegate back and forth by hand to feel for any rubbing or hanging up. If its anything less than PERFECTLY smooth operation, pull the turbo and port it.
