Yes, I'd start with bleeding the system. Front brakes can be bled manually (car off), the old-fashioned way. Rears require a working ABS system, as you'll need the car on, then the ABS pumps in working order. Check for loose connections on the ABS wheel sensors, too.
There's quite a few helpful posts on both the C900 and 9000 boards... start by searching there.
Do you know if the ABS lights go off when the car's started? They should after a few seconds, maybe 20 at the most. In my C900 experiences , the fancy control relay (the black one) is what went bad, causing a number of ABS issues. The 12v power relay is rarely ever one to go bad. A used one should be easy enough to score at a junkyard. Look for a '90- 900 or '88- 9000. If I recall correctly, a new relay should be well under $100 from a site sponsor.
The accumulator has its own fault modes, but again, that requires a working pump system. If you want to save a few bucks on an accumulator, check out your favorite GM dealer's parts counter (or equivalent, online). Look for an ABS accumulator for a Buick Reatta (or similar vintage FWD GM full-size car), which I did for my now long-gone C900 convertible; that ran me ~$120ish, shipped.
If all that fails, then yeah, I suppose it's pump time, but I kinda' doubt it, given the fact that it had issues only after doing front brakes.
