Drilling out that lower alternator bolt is a pain because you need to get at both ends. If you weld or can find a good welder, you might try welding another bolt to the stripped out socket head and see if you can break it free. You can use a generic replacement (with lots of antiseize). You don't need to drain the transmission. If the wheel well rust isn't structural, you can patch with sheet metal and poprivets and some sort of caulk. "Good enough" is a personal choice.
