On my '96 lpt CS the harness was secured above the air filter with a plastic tie rather than left dangling. Tie yours off so the 3 wires aren't stressed; you might want to upgrade to fpt, and you'll need this harness to do that. It's purpose is to connect the car's computer to an annoying and overpriced device your lpt doesn't have called a BPC (boost pressure controller).
The regulation of your lpt turbo is mechanical. A hose about 6" long runs from the turbo to the wastegate actuator can. A spring inside the can closes the wastegate. Pressure from the turbo moves a diaphram inside the can until it overpowers the spring and forces the wastegate to open. The mechanism in the can is connected to the wastegate lever by means of a rod. When the mechanism works okay you get base boost which is about 5 to 6 psi. Anyway, because your turbo is regulated mechanically, you don't need the little harness, as others have said with far greater verbal economy. :)
