You would not be the first one to take on a project like this; take a look at the VAG-COM tool at the link. This tool was originally designed for VWs and Audis, and now allegedly works for all VW products ranging from Skodas to Lamborhinis. I have this tool for my Audi A4 and it's proven itself many times for diagnosis of errors ranging from the Malfunction Indicator Light ("Check Engine") to isolating A/C solenoid issues for the air mixture flaps. There is a free downloadble shareware version that provides a fair level of utility and you can buy a cheap interface plug/decoder on Ebay. Note that the worldwide market for VW tools is probably orders of magnitude larger than for SAABs, so their target market is picked accordingly.

I don't know whether the VAG-COM OBD-II functions will interface with a 1996+ SAAB, as my car is a 1994 - my guess is not. I believe that there are other similar tools to convert your laptop into an OBD-II reader.
