Yes, the early 2.3l balance chain sprockets were improperly hardened and did fail. As Larry notes, the sprocket is separate - the sprocket bolts onto the balance shaft.
One option is to look. If the balance shaft sprockets look pristine, then you can probably leave them be. If they show signs of wear, replace them. I've seen the improperly hardened ones - they look pretty chewed up after a while.
But to various writer's points - the biggest problem is access. If the engine is out, replace it while the access is easy. And yes, I also endorse an endless chain. The master link chain is for rolling-in, and is a compromise. No reason to compromise.
