A tensioner shock should last 80-100K miles. That said, some fail sooner, some last forever. Just because something isn't old doesn't mean it can't break.
The tensioner assembly is a bracket that bolts to the engine, the shock, and the tensioner pulley. I like replacing the pulley every 60K miles, but that's me.
A bad shock can be detected visually - if the tensioner pulley is bouncing all around, the shock is shot. If the tensioner pulley has minimal movement, the shock is OK. With the engine off, press on the top of the belt half-way the pulleys. The belt should be very firm.
The tensioner shock is a spring and a damper. The spring applies the tension. The damper part keeps the jiggling to a minimum.
