As others note, clean the cabin air fan. I believe in removing it to do this. The sensor pushes back INTO the dash, so pop out the ACC (you can let it dangle by the wires or unplug it. Then get the sensor out. Clean the fan blades with some alcohol or even just glass cleaner and a Q-tip or a torn off scrap of paper towel. Clean the thermistor, too, and then lube the fan shaft with a couple drops of silicone.
Put it back in. I did mine 3 days ago and it is now almost silent and the cabin temp regulates a bit better, too.
Now recalibrate the ACC, just cover all your bases. This takes care of the easy stuff, and it doesn't hurt to do this anyway.
OK, it could be your T-stat, but you're in the normal range. Mine is anywhere from 7:30 to 8:30 in winter. As long as your coolant level is stable and you aren't smelling coolant (as in the dreaded heater core failure) you're likely OK.
It could be other things, but start simple and work up.
