The conversion kits that replace the standard halogen bulbs with HID lamps frequently do end up scattering the light in blinding fashion for that reason; the arc of the HID lamp is not positioned at the same location and orientation that the original one was designed for.

The OEM setups use the projector housings that are optically designed for the HID lamp and have a sharp cutoff to prevent keep the light on the roadway instead of scattering upwards towards oncoming drivers. The european spec projectors have the sharpest cutoff, while the DOT spec actually mandates a bit of upward scatter intended illuminate road signs.

The 4300K color temperature is the OEM bulb, if you get one, stay as close as possible to that; the higher color temperatures only reduce usable output and are more for looks than looking.
