92' 9000T with cooling fan issues

Before I launch into this, bear in mind that I have poured through the threads on diagnosing wiring shorts, bad thermo switches, bad relays and bad resistors. Being as diagnosing electrical problems is a new thing for me, I am taking no chances! Thus, you'll have to bear with my repeat questions... my apologies! It appears that my issue is the same for most 9000's with 2-speed radiator cooling fan issues. The fan is not kicking in and the car is on the verge of overheating when stopped in traffic. I tried jumping the thermo switch wiring at the wiring harness, heard the relay buzz for a little bit and then blew a #30 cooling fan fuse...replaced the fuse, tried again and got the same result. Now, unless I jumped the female connector wrong, (running a wire from the ground input to one of the two fan speed wiring inputs) should I suspect that the blown fuse is because the fan motor isn't working? Or should I suspect a short in the wiring, maybe a bad relay switch? Where to go from here? Thanks in advance! bn
