Since you've already got the good engine in the 98, why not swap the Aero bits from the 95 over to it? Carpet (assuming it's not bad from the flood), door panels and seats will swap over directly, you can remove any of the bumper covers, and other aero panels and have them painted to match your 98 (or paint the 98 to match them!).
The 98 has a higher value than the 95, and the 95 has already been flood damaged (does that appear on the title?). Were it me, I'd be taking the Aero bits from the 95 over to the 98. Unless the 98 is in worse condition generally than the 95 (which isn't easy, considering the flood the 95 went through...)
