Boost gauge does not move..

I was getting on highway in my 98 CSE via short on ramp (Merrit Parkway in CT) and really got on turbo to point the cut off valve (?) kicked in and sent me to the windshield. I then noticed 20 minutes later my boost gauge was not moving at all, stuck I believe where it sits if your at idle. I pulled over and checked all the hoses and none had fallen off. I got home checked board and looked at a few other suggestions on "no boost" topics. Fuse 5 was not blown, I took air filter extension off turbo and the propeller spun freely, I took off wastegate hose on BPV(?) valve but was not sure if turbo was working because usually I hear blow off valve hissing when I shift, and I didn't hear any noise. When I hit fuel cut off could that of tripped something in the main computer? Thanks for any input.
