I changed one last week in a parking lot, from the top. It is VERY easy. This is how you do it. All you need is a 19mm wrench, a long prybar and another larger diameter wrench.
The 19mm wrench I use, is a ratcheting Gear Wrench where the boxed end is completely straight, not bent at an angle like a standard boxed end wrench. Place the boxed end of the 19mm on the left handed thread bolt, and on the open end, put the boxed end of the other wrench you have, as pictured below. This will allow you to depress the tensioner, and loosen the bolt.
Once the bolt is loose, turn it out by hand until it hits the plastic inner fender lining. Grab the long prybar (or pipe, or rake handle...anything will work). Put the tip if the prybar against the plastic fender lining where the bolt is touching it, and pry against the engine. The plastic fender lining (even in the cold) will push outward toward the wheel. While holding the plastic fender lining out, reach down and finish unscrewing the bolt, and remove it.
From here, remove the belt, check the pullies, install the new belt, and install the bolt again using the same technique; pry against the motor to move the plastic fender lining, and reinstall the bolt.
Route the belt correctly, and afterward, feel around each pulley or look with a flashlight, to make sure the belt is seated correctly.
Literally 10mins.
