Probably Sweden, too. When you live in a land where the parking meters come with AC outlets...
For the Saab 4-cylinder engines from the 99 through the 9-5, the original Saab block heaters, or those sold by Calix for Saab do NOT go into a freeze plug, as many common US block heaters do. they screw into a threaded boss that is either machined directly in the block, or in an aluminum adapter that is bolted to the side of the block.
You know that huge hex bolt in the exhaust side of the block on the 8v motors? That's where the heater screws in.
In my experience, the block heaters don't provide enough warmth to have heat right off the bat, but do keep things loose enough to make the start a bit easier, and gets the heat up a bit faster.
