ACC Strange Problems

Have strange ACC behaviour : If ACC is switched-on at dashboard then compressor is continuously on, does not de-clutch, and output pipe gets hot. Cooling fan however does not switch-on to cool condenser. Also low pressure side is just room temperature so Expansion Valve appears shut/closed? Have checked fuses, relay seem OK.
Anyone any thoughts ? Does dashboard ACC panel control the this switching or is it the main ECU ?
