..has not as much to do with the power of, or effectiveness of, the brakes as you may think. In fact, it doesn't have to have anything at all to do with it.
The early Saab 99s, from 1970-1974 used the same rotor for the front AND rear axles. This rotor continued to be used at the rear of the 99 and C900 up through the 1987 model year, and the subsequent change to the 9000 bolt pattern wheels.
But the calipers were always appropriately sized to the front axle and rear, by changing the piston area (smaller to the rear) and pad surface area (again, smaller to the rear).
I'm sure if you examined the calipers and pads of the TL, you'd find the same thing.
