did you disassemble the airbox that sits in front of the heater core? The one the fan connects to?
It is possible to put the flaps in the wrong way so they won't open.
I had to take the whole thing apart to clean out all the coolant. I took pix and was glad I did because it can go together so it looks OK but won't work properly.
