You need to compress the tensioner before you take off or put on the belt (don't even know how you'd put on a belt otherwise). You don't have to compress the tensioner before installing the tensioner itself. There's two methods of compressing the tensioner. One is just using an 18"+ breaker bar on the nut to rotate the tensioner and compress it; this is a pretty much a two man job, and can also lead to overtightening of the nut. An alternate of this is to compress as above, but place a retainer to hold the tensioner compressed while you put on the belt. This turns it into a one man job, but the overtightening potential remains. The preferred method is to use a turnbuckle or similar tool to slowly compress and hold the tensioner, then do the belt replacement.
