High Beams

I know this is posted about before but the high beams on my 1995 aero aren't working. I replaced the big double-wide relay under plastic cover by the battery, still no good. The bulbs are good cause about once a month I'll start the car or go over a bump and the high beams will lock on, at which point i have to turn all the lights off and on to go back to low beams.
What do i do next?
