Step 1: Perform this step with fuses 23 and 13 installed. You can use the multimeter probe tips in the top of the inserted fuse- -opposite the blades side. It seems you have performed this for fuse 13 in Step 2.
With the fuse removed you are measuring the power side on one, and the ground side through the load on e other.
Step 3. Remove the main relay and insert a paper clip between terminals 30 and 87, the switch half. It is pulled closed by the electromagnet coil between terminals 85 and 86. Here you are bypassing the relay by substituting a hard connection in place of relay. If the DIC lights up your test light between 6 and 10, the problem is with the main relay coil circuit, it is missing either Power or Ground. Measure voltage between BATTERY negative and main relay socket terminal 85 and terminal 86 separately. The one with 12vdc is the supply side. The other is the ground terminal. Leave one probe on the suspected ground terminal and the other on BATTERY positive. 12vdc indicates the ground path is functioning.
