Is there an order for the monitor checks?

Finally tracked down an obd2 scanner and my EVAP, Catalyst, O2 and O2 heater monitors are not completing. I'm guessing this is because of one and not all of them. Haven't tracked down my wiring diagram to see if there is a common ground in the area either.

With these monitors not completing, is normal that I would NOT see a CEL?

Any advice is greatly appreciated.
