Various tuners have always had different stages. Usually the serious Saab tuners have the following stages:

stage 1 is software, 2 is software + cat-back sports exhaust and stage 3 software + J&R/K&N filter and complete sports exhaust incl. downpipe and free flow cat.
Stage 1-2 are about the same perfomance level. Stage 3 is higher because of the bigger downpipe and sports cat. Stage 4 is usually with bigger injectors and 3 bar map sensor and maybe a bigger intercooler. Stage 5 and up are various combinations of stage 4 and bigger turbos.

For a 9000 Aero stage 1-2 is about 270 Hp. Stage 3 about 290 hp and stage 4 300-320 hp. All at the crank of course.
