High Beams

High Beams are not working. Most post say to re-flow the solder in the relay. My question is, with the light switch in the running light and parking light position, the headlights work. When I switch to headlights, the headlights go out? Does this still sound like a relay problem? Which relay should I re-solder first? Thanks
