I've been going through the same issues with my 97 CSE (with Aero seats). If the wires continue to break, as they will given the age of the car, your best solution is to buy a replacement seat heater pad. They are available from site sponsors - I bought mine from eEuro for I think about $120 or so. Take the seat out of the car, undo the leather from the seat bottom, remove the old pad and install the new. It has a sticky surface on one side that attaches it to the seat foam.
The wiring posed an issue for me initially. The heat wires go into a multi-wire connector block that engages with its counterpart under the seat (one of 2 such connectors found there for the seat). You will need to pull out the old heater wires and insert the new heater wires. You will need a special tool to disengage the old wires so you do not damage that connector block. The special tool is made by Lisle and is number 56500. I found these listed in that popular auction site for under $15 shipped.
