HVAC / ACC system wide problem

On my '94 Aero, this has been (at first) an intermittent problem, but now is becoming more common.
My HVAC controls appear to do nothing. The buttons and lights on the ACC itself all respond appropriately, meaning if I press the button for defrost, the LED next to it lights up, or if I press the ^ Fan button, the light moves from low fan to high fan. However, I cannot hear the servo motors moving to redirect air flow and the blower fan does not operate.
Pressing the button for the side window defrosters also does not turn the little rear door fans on, though the lights indicate they're on.
I ran the ACC through it's self diagnostics, and it came back 0. However, given that almost nothing works (rear window defrost may work), it seems to me that this would be a problem in the ACC controller, like it's not sending the signals out to the various motors.
Anyone see this kind of thing before? Is it the ACC controller itself, or is there some relay buried under the dash I should be checking out? At 15 degrees, this is a little more than an inconvenience.
