The brakes will probably work fine even with an intermittent warning light. I'm not so sure they will work fine with no fuse, disabling ABS entirely.
From posts on here, intermittent light often is from a bad section of cable to a wheel sensor, and they're a pain to track down and if in non-desert sections of the USA, the sensors rust into their hole and are near impossible to remove.
I think the light comes on to warn of receiving different speed signals from one wheel compared to the others.
If it were me I'd put some black tape over the ABS light on the dash, or simply put a mental piece of black tape over it, ignoring it if otherwise the car stops fine.
Is there plenty of brake fluid in the reservoir? Maybe the light is coming on from a slightly-low reservoir triggering the float. I'm not sure if there's a separate warning light for that, I think the system just uses one light for all conditions.
If fluid has dropped some it could be minor, say from someone bleeding a little fluid out at pad-changing time to retract a piston. If it keeps dropping then you need to look for a leak, that's serious.
