Did you pull the battery after you cleaned the idle valve? If not, you should. It has to re-adapt.
A bad bypass valve will do that. If the control line doesn't hold vacuum the valve has to be replaced.
Instrument cluster issues are most likely having to do with the cluster itself, and the wiring to it. There's a ground point a the base of the a-pillar under the drivers speaker grille. The connections at the mylar on the cluster itself are also notorious for bad contacts.
How does it idle otherwise? and cold starts?
