Dried up lube and dirty switch contacts are the chief suspects for slow or stopped windows.
Is the '91 switch pack still made up of individual switches, as the earlier C900s and 9000s were, or is it all-in-one? If the individual switches, you can plug the passgr door wiring into another switch as a double check.
I'd say suspect the switches first, a stiff motor and window works second. I don't believe in magic or mystery.
A switch that works a smooth motor in one car may not work a stiff motor in another.
Passenger window isn't likely to fail from overuse but from underuse.
I'm pretty sure there are no relays involved. No one on this site has ever mentioned them and your manual, or the chart where the relays are plugged in, should show what the car does have for relays.
Try your old motor, removed from car and hot wired. Try the new motor the same way.
There are switch and switch pack cleaning how-tos, some with pictures, on this BB and on C900 BB.
