From you previous owners applying of wd40 I think your problem is not one of those but just a slight corrosion issue which I have seen most prevalent on 1995's. Were the wastegate actuator rod attaches to the the actual wastegate a little rust forms in there and won't allow it to pivot. I have seen them stick in both an open position (no boost) and a closed position (overboost).I have always just removed the clip slid the actuator rod off and clean out the hole in the actuator rod with a small round file. Then I put a little anti seize and reinstall it all. I do this in the car. Sometimes you need a new clip and sometimes you don't. Good Luck, Bernie at George Riggin Specialty Automotive
