It's a good policy for your engine in general, not to load it heavily until it's warmed up. The turbo is not exclusive in this.
The cooldown situation depends on a lot of variables. The main point is you don't want to shut it down red hot. You might think I'm exaggerating, but lug it up a hill at WOT in high gear, and stop at the top and look under the bonnet, and you'll see what I mean. The whole manifold being 14-1500f isn't out of the question. Now imagine you shut it off. The oil that was lubricating and cooling the turbo now stops. The heat soak literally cooks the bearings in the turbo at every shutdown. Water jacketed turbos ('88 or newer in the saabs) are much less sensitive to this because the water buffers the heat-soak. This is also why synthetic lubricants are important.
