The machine shop did everything else, but was concerned because the lifters weren't touching the lobes. So I did those and the cams myself. All the valves were closed when I got the head back, and after I put the lifters and cams back on.
Should there be spacers (or something) between the lifters and the tops of the valve stems? I remember looking into the bore and seeing the spring/valve/washer assembly. The lifters all just dropped flush into the head.
I don't have a scope, but I have been thinking about it.
