Granted everyone's tastes are different, however, if you used brand new Bilstein HD at all 4 corners, with new Front upper strut bushings and you do NOT have an aftermarket from sway bar, the ride should be anything but harsh. It should be firm and controlled. Also, have the (4) front control arm bushings been replaced within the past 2yrs? At this age, unless you have changed them, they are likely worn - and worn bushings can cause the harshness you describe.
KYB's are the best choice in a shock for a car that you're selling - they are garbage and typically have a 6-18mo lifespan.
Monroe are also garbage.
ANY suspension you choose will cost "good" money. But swapping from suspension to suspension while you're "on a budget" is the most expensive thing you can do. Replace all the components that need to be replaced so you can start with a fresh slate to judge ride quality.
